President Trump signed H.R. 1, the One Big Beautiful Bill Act, into law on July 4, following largely party-line votes in the Senate and the House of Representatives. On July 3, the House passed the Senate-amended version of H.R. 1 by a vote of 218-214. Two days earlier, the bill passed in the Senate by a 50-50 tally, with Vice President J.D. Vance casting the tie-breaking vote.
Thanks to the advocacy efforts of ASNC and other medical societies, the law provides a 2.5 percent positive adjustment to the Medicare physician fee schedule in 2026. The positive adjustment is welcome news following years of stagnant or negative payment updates; however, ASNC has recommended significant reforms to the Medicare physician payment system to ensure future payment adequacy.
The law also makes changes to the Medicaid program and will impact student loan programs. A table summarizing key provisions of H.R. 1 is available here.
